Like the local projects that inspired our initiative and those that will be funded through our grant program, the PNL initiative emerged from several years of conversations, cooperation and ultimately an official partnership between CPB and IMLS. Both of our organizations recognize that in a rapidly evolving information environment, local learning institutions like museums, libraries and public broadcasters are challenged to respond with new skills and new services for their communities.
The design of the initiative (a grant program combined with opportunities for local capacity-building) reflects the good advice of thought leaders from our respective fields, and from the grantmaking and community development professions. Our November 2003 Partnership for a Nation of Learners Summit brought many of these individuals together in the same room.
This meeting, co-hosted by CPB and IMLS, brought together national museum, library and public broadcasting leadership, as well as federal funding agencies, corporate and private foundations. The Summit built on our previous work, validated our beliefs about the value of community collaboration, and set us on a course that would lead to our current grant program and professional development activities.
